Block Party, Special Event and Film Permits

Whether or not an event requires approval by the Village Board of Trustees depends on its scope. Events that incorporate fewer than 5,000 people (including spectators and participants) can be approved administratively through the Village Manager's Office. Events larger than 5,000 people and/or events requesting use of the Glen Town Center parking decks must be approved by the Village Board of Trustees. 

Special event applications must be submitted at least 30 days prior to the event (45 days for events with 5,000 or more participants and/or for events on The Glen Town Center parking decks).

Management of Gallery Park -- and all park events -- is under the jurisdiction of the Glenview Park District. For more information, or to book an event with the Park District, contact the Park District Facility Supervisor at (224) 521-2562. 

The Village of Glenview allows block parties on all residential streets, but they must not block intersections, culs-de-sac or other roadways. To schedule a block party, obtain a block party permit and return to the Village Manager's Office at 2500 East Lake Avenue or by e-mail to Lisa Goodwin at lisag@glenview.il.us. There is no fee for a permit.

Please allow two business days to submit and get a permit approved.

Only moveable barriers – which will be dropped off and picked up by Village workers – can be used to control traffic. Blocking streets with vehicles is prohibited. If possible, visits from firefighters or police officers can be arranged.

A Film/Motion Picture Permit is required for any filming project taken place within the boundaries of the Village. The permit is not approved until confirmation is received from the Village Manager's Office. Contact (847) 904-4369 for more information.

The organizers of any special event that will offer food or beverages must complete a Temporary Food Permit Application and a Temporary Food Operator Menu Form. Each food vendor is responsible for submitting a completed application and must be approved by the Village’s Inspectional Services Division. Call the Village Inspectional Services Department at (847) 904-4340 with any questions.

Any market-style sales event (especially those usually held outdoors) where farmers sell fresh produce direct to the public cannot last longer than 14 consecutive days. The proposed menu of any seasonal/farmers market must be approved by the Village based upon review of the establishment and its operations. All participants must operate in compliance with the Glenview Retail Food Service Code and all applicable Illinois Department of Public Health rules and regulations. One temporary banner may be displayed for 14 consecutive days per calendar quarter​. An application must be filed and approved prior to display. Examples of special events using temporary banners in the past have included: grand openings, company picnics, bridal showcases, pre-school registration, community health fairs, rummage sales, Oktoberfest, uce cream socials, plays, athletic events, festivals, parades, etc.

Raffle licenses are issued only to bona fide non-profit religious, business, charitable, labor, fraternal, educational, and veterans’ groups which have been in active existence continuously in the state for a period of five consecutive years immediately before making application for a license, and which had during that entire five-year period a bona fide membership engaged in carrying out their objectives. Raffle licenses applications must be submitted at least 30 days prior to the event. All regulations related to the licensing of raffles can be found in Chapter 22, Article XXI of Glenview’s Municipal Code.

For permission to serve or sell alcoholic beverages at a special event when activity is secondary to a fundraising event sponsored by a non-profit, charitable organization without a current liquor license:

• A request must be made in writing, at least two weeks prior to the event, addressed to the Deputy Liquor Commissioner, Village Hall, 2500 East Lake Avenue, Glenview IL 60026. The host shall provide evidence of dram shop insurance unless the alcohol is served by a licensed caterer.
• A letter of approval will be sent back to the applicant along with a State of Illinois Special Event Liquor License application form, which must be filed with the State of Illinois. The applicant is also required to forward a copy of the approved State of Illinois Special Event permit and copy of dram shop insurance, once it is received. Glenview Police will be notified by the Liquor Commissioner upon approval of request.
• If the event is private, by invitation only, the State of Illinois Special Event Liquor License requirement does not apply.

For permission to serve alcoholic beverages at no charge at a special by a for-profit entity open to the public without a current liquor license:

• A request must be made in writing at least two weeks prior to the event, addressed to the Deputy Liquor Commissioner, Village Hall, 2500 East Lake Avenue, Glenview IL 60026. The host shall provide evidence of dram shop insurance unless the alcohol is served by a licensed caterer.
• A State of Illinois Special Event Liquor License must be secured.
• No for-profit entity may host more than three events in any calendar year.

For permission to sell alcohol by a current licensee for a special on-premises event that would not otherwise be allowable by their license classification:

• A request must be made in writing at least two weeks prior to the event, addressed to the Deputy Liquor Commissioner, Village Hall, 2500 East Lake Avenue, Glenview IL 60026.
• Permission would be granted if these conditions are met:
• Approval of a special event application by the Village, which requires insurance and endorsement.
• Sale of alcohol is limited to the premises of the licensee (on-site tent would be permitted provided it was approved by the special event license).
• Glenview Police will be notified by the Liquor Commissioner upon approval of the request.

It is not permissible to serve alcoholic beverage for a fee at a special event by a for-profit entity that is open to the public.

It is not permissible to serve alcoholic beverages at no charge at a special event by a for-profit entity that is invitation only, not open to the public.
